New amendments to the education act

The Senate considered in two readings and adopted the law 'On amendments and additions to some legislative acts of the Republic of Kazakhstan on issues related to the activities of the organizations performing functions on protection of child rights', reports 'Interfax-Kazakhstan'.

Deputy of the Majilis Svetlana Bychkova said that this document makes to the administrative code provisions on offences related to breach of duties on education of minors and led to negative consequences.

'Introduced administrative liability in respect of employees of organizations of education, health or social protection for not informing the police about the facts of Commission of minors, either in respect of these actions, containing signs of a criminal or administrative offence', – said the Deputy.

The amendments also toughen criminal responsibility for crimes against sexual inviolability of minors.

The law is clarified and a systematic list of organizations that work to protect the rights of the child, indicating their purpose and functions. The amendments provide for the establishment of centres for support of children in difficult life situations. It can be re-created or transformed organizations in them children's homes, the need for which has disappeared due to insufficient filling.

The education authorities had the opportunity to develop and approve standards of provision of social services and programs for the protection of children's rights. A new form of individual prevention of child neglect and homelessness will be the health-social record.

'It would be actually about the certification of these children and the control of work with them', – said the Deputy.

The law also envisages the extension of the powers of the commissions on Affairs of minors and protection of their rights under local Executive bodies.

Senators adopted the law sent to the President for signature.
