Ust-Kamenogorsk branch of Moscow state University of Economics, statistics and Informatics was created on the basis of the Agreement on creation and functioning of branches of higher educational institutions in States parties to the Treaty on the Customs Union and Single economic space from 26.02.99, and also on the basis of a consensual decision of the Ministry of education of the Russian Federation and the Ministry of education and science of the Republic of Kazakhstan on the establishment and functioning of branch of Moscow state University of Economics, statistics and Informatics (MESI) in In Ust-Kamenogorsk (Republic of Kazakhstan), order of the Minister of education of the Russian Federation No. 933 of 03.05.2001, order of the Minister of justice of the Republic of Kazakhstan No. 541 of July 6, 2001 and order of the rector of MEI No. 3 of 07.05.2001.
