Program 'Bolashak'

Company JSC 'Center of international programs' was opened by President of Kazakhstan Nursultan Nazarbayev on the fifth of November 1993.

 

The purpose of this organization is to train highly qualified specialists for different sectors of the economy as a whole. The organization has created a special scholarship called 'Bolashak'. For which you need to undergo academic training and industrial internships in various companies and universities around the world.

The company has existed for almost 25 years and during that time managed to pass many stages of development:

The first 10 years, the company focused on training of specialists with foreign education, most likely it was the need to build relations with neighbouring States and the creation of market relations with the international community. Bolashak scholarship was given mainly to those who have graduated from economic and Humanities universities. In just 10 years, was issued about 800 scholarships, of which 275 people were senior and middle managers. The next stage of development allowed to increase the number of fellowships to 3,000 per year, and the number of participating employees increased to 33 at the same time. It was further established Joint-stock company, allowing to provide a complete monitoring and training of fellows. Was parabotia legal framework enshrining the obligation to return to the country and working out five full years.

From 2008 to 2010 was allocated another important branch of the program. It was in these years were opened language courses for applicants who have real knowledge to pass on to the state program 'rural youth', 'Public servant' and 'Scientific and pedagogical worker'. Also, there are many short-term programs for internship for 12 months.

In subsequent years, were canceled program of study for the bachelor due to lack of qualified personnel (masters and doctors). At this time were a set of fellows in master's and doctoral programs. Now, however, a reduced complement of engineering and technical professions as well as medical professionals.

In 2014 began to change the program in the direction of localization of the language and was chosen as teaching methods 6+6, which means a six-month training in the country and six months abroad. To raise the requirements for scholars now required to provide a certificate of IELTS 5.0. A number of universities halved from top 200 to top 100 in the world, as well as first 30 that take place in the national ranking. Just a group for media professionals and for those who self-enrolled in education doctoral programs.

The result of a global work on the improvement of the Bolashak program was the recognition of the program among the 11 similar the best in the world at the VIII International conference Going Global in Miami (USA). They particularly noted the program as being available for the wider population, a point of preparation and postsprivate, ie the alumni. In addition, the experience of the international scholarship has become the Foundation of the new Russian programme for 2014-2016.

In 24 years of implementation, the international scholarship 'Bolashak' was awarded more than 12,5 thousand citizens of Kazakhstan to study in the best universities of the world.

Prepared 9 645 experts: 855 2 bachelors, 4 masters, 721, 135 graduate students and interns, 121 doctors, 1 813 trainees. Of the total number of graduates 52.6 per cent completed training in the Humanities, the 38.2% – engineering, 7,4% medical 1.8% – creative professions.

On training are 1 258 fellows, including 21 undergraduate program, 1 072 – the judiciary, 103 –doctoral, 2 graduate, 1 – clinical residency, 59 – internships. The largest number of fellows enrolled in universities in the UK and Ireland – 55%, US and Canada – 31,6%, continental Europe – 6%, Russian Federation – 4%, Asia and Oceania to 3.4%.

The Republican Commission on training abroad (hereinafter - national Commission) is an Advisory body under the President of the Republic of Kazakhstan and is created to implement activities for the promotion of international scholarship of the President of the Republic of Kazakhstan 'Bolashak' [4].

 

The Republican Commission shall be approved by the President of the Republic of Kazakhstan. The Republican Commission is headed by the Secretary of State of the Republic of Kazakhstan. Deputy Chairman of the national Committee is the Minister of education and science of the Republic of Kazakhstan, Secretary - Vice-Minister of education and science of the Republic of Kazakhstan.

 

The working body of the Republican Commission is the Ministry of education and science of the Republic of Kazakhstan.

  • profile;
  • motivation letter;
  • a letter of recommendation;

  • original and copy of diploma of bachelor or specialist with the application (in the case of training in foreign educational organization – notarized copy of certificate on recognition and nostrification of education document or a copy of a document on recognition of document on education);
  • a valid official certificate of the established form of the exam in a foreign language with a score, corresponding to the prescribed minimum requirements (IELTS 6.5 / 9.0 - only for category 'General competition', in other categories, the minimum requirements are different);
  • medical certificate 0-82/y;
  • original and copy of valid official certificate on passing the examination in the state language, if it exists*.
  • a notarized power of attorney, in case the applicant cannot personally submit the documents.
