Kostanay MIA Academy of the Republic of Kazakhstan

1971. This date in the history of our Republic marked by the appearance of the Kustanay regional schools the initial training of Junior and middle officers of the UVD of the Kustanay regional Executive Committee carried out over three decades of training for internal Affairs bodies.

Kostanai regional school of initial training of younger and average commanding structure was formed in accordance with the order of the Ministry of internal Affairs of the Kazakh SSR dated November 1, 1971 No. 0278. It is with this historical date has its chronology of modern higher departmental school – Kostanay Academy of the Ministry of internal Affairs of the Republic of Kazakhstan.

The first chief of Kustanai regional schools the initial training of Junior and middle officers of the UVD of the Kustanay regional Executive Committee in 1971 was appointed Lieutenant Colonel of the Landlords Yuri Petrovich, led by the institution until mid-1974.

In the initial phase of the produced line of development of the institution, determines the priorities and directions of education policy, developed the experience of teaching.

Already in the early 70-ies of the last century, inter-school initial training not only assisted the Kustanai city police Department for the protection of public order, but also initiated training of young friends of militia from among the students of secondary schools of the city.

One of the first papers that laid the foundations of academic departments (cycles and later the Department) of the school, became the order of the head of the Kostanai regional schools 'On the organization of training cycles' of 28 March 1972 No. 49. In accordance with this order to improve the organization of initial training of policemen of GIROUD and night police of specialization and team teaching staff the school was created by three of the learning cycle: military physical special subjects and scientific and technical means, communications and metudela.

From October 1972 to inter-provincial school along with the police, which was maintained at the expense of private security, and police budget of the police was enlisted controllers in detention centres and prisons of the MVD USSR, who trained for one month. Since 1973, the school began the process of retraining police officers.

Replaced Polshikova U. P. in 1974 came the Colonel of internal service Petrenko Alexander Stepanovich, who led the inter-provincial school until 1976.

Under the leadership Petrenko A. S. activities of the team-teaching staff of the school were aimed at improving the efficiency of training of cadets: action was taken to increase the lecture Fund, special classes equipment technical equipment; lecture formed the Foundation of the school, improved communication with the school practice. On school grounds was built a dining room for 200 seats.

The first years of establishment of the institution in the conduct of the new Department was associated with the name of doctor of legal Sciences, Professor, Colonel of justice Dulat Chukmaitova of Islambekovich – authoritative scientist in the field of penal law, possessing large practical experience of work in law enforcement bodies of the Republic of Kazakhstan. His leadership was full of historical events and significant changes in the life of the University. He was able to adapt the institution to new realities, the specifics and content of criminal policy, criminal Executive system of Kazakhstan; to expand the horizons of scientific relations of the institution with universities of near and far abroad, research institutions and international organizations; to bring the University into a new orbit, to give it the impetus to further successful development.

Since 2005, the Kostanai law Institute began to accept students to the criminal-Executive system. In the same year with the support of the Ministry of justice the Institute was granted a license to train students in the specialty 'Pedagogy and psychology'.

With the direct participation of the Colonel of justice Chukmaitova D. S. January 10, 2008 resolution of the government of the Republic of Kazakhstan No. 5 in Kostanay law Institute was transformed into Academy of Committee of criminal-Executive system of the Ministry of justice of the Republic of Kazakhstan.

In 2008, the head of the Academy was appointed candidate of law Sciences, Professor, Colonel of justice Zavurov Erkenbeck Thinkbasic, who led the University until 2010. In this period were carried out purposeful work on improvement of the results of research activities of the University. In the scope of international cooperation in education and training for the penal enforcement system of the CIS countries for the first time in 2009, the Academy received 10 citizens of the Republic of Tajikistan.

From July 2010 to November 2011, the Academy was headed by doctor of legal Sciences, Professor, Colonel of justice Ukanov Kazbek of Lipanovich. Under his leadership, has improved the material and technical base of educational institutions, was transformed external form and content of the Academy to a new level went up the learning process.

In accordance with the decree of the Government of the Republic of Kazakhstan of 2 August 2011 No. 900 Academy of kuis Ministry of justice of Kazakhstan transformed into the Academy of kuis Ministry of internal Affairs of RK.

Since October 2011, with the support of the Ministry of justice the Academy has obtained a license to train students in the specialty 'Social work'.

From November 2011 to April 2014, Kostanay Academy was headed by the candidate of legal Sciences, police Lieutenant Colonel Akbuterol Nazarbek Jokanovic.

In accordance with the order of the Ministry of interior of the Republic of Kazakhstan No. 716 of December 29, 2012 the Academy of Committee of criminal-Executive system of the Ministry of internal Affairs of the Republic of Kazakhstan was renamed in Kostanay Academy of the Ministry of internal Affairs of the Republic of Kazakhstan.

In may 2014 the head of the Kostanay MIA Academy of the Republic of Kazakhstan is candidate of legal Sciences, Professor, police Colonel Kizilov Mirlan Ahmedieva.

With the direct participation of police Colonel Kasilova of Mirena of Ahmedovich by the government of the Republic of Kazakhstan dated 09 December 2014 No. 1287 Kostanay MIA Academy of the Republic of Kazakhstan awarded the honorary name of Lieutenant General of internal service of the educational psychologist TRACECA of Kabylbaeva. Currently, the Academy is referred to as Kostanay MIA Academy of the Republic of Kazakhstan name of TRACECA educational psychologist.
