Capita funding shall enter into force

The main innovation: the per capita financing of schools. The first experiment will test the educational institutions of the capital.

From 1 September 2018 per capita financing will be introduced in 79 public and 8 private schools of Astana, said at a press conference the Minister of education and science of Kazakhstan Yerlan Sagadiyev.

Since September 2019, this system will connect 192 public schools in Almaty, 127 schools in Shymkent, Kazakhstan, since January of this year – all private schools of the country.

 

Since September, 2020 full-scale implementation of per capita financing will start in all urban schools of the Republic is 1535 institutions.

 

The introduction of per capita funding involves the allocation of a certain amount of budget funds based on the number of students in each school: the larger the enrollment, the greater the amount of resources allocated.

 

'On the foreground there will be children, their interests, the rights in receiving quality government-guaranteed education' – said Yerlan Sagadiyev.

 

The average size of the per capita standard is different: for public schools it equals 224 704 tenge, and for schools the legal form of the SE on PVC and existing private schools – 235 527 tenge.

 

99.4% of textbooks have already put in schools of Kazakhstan

Vice-Minister of education and science of Kazakhstan during the conference reported that 99.4% of all textbooks supplied to schools. However, he noted that their Agency tracks not only the fact of delivery in a particular region, but also to each school.

 

'We changed the legal documents that govern the provision of textbooks. One can distinguish five main points. The first – examination, is the pain our point. Earlier it was carried out once, now the subject teachers will conduct it twice. Second – this year on the books, QR codes have appeared, with their help, the books can be downloaded on a tablet or mobile device. It is also innovation. Fourth – this year we legalized question of social perception, that is, those books which are usually prepared by methodologists, scientists before they print, gave a special Commission, among which were journalists, representatives of civil society, political parties. Fifth, textbooks began to publish in advance on the website, and we in turn hold a public examination. In 2018 entered above 5,000 comments and most of them were taken into account', – said the Deputy Minister.
