In NKR there is one state higher education institution, the University named Manash Kozybayev. For 2018 it is planned to open new faculties and to enhance the recruitment of 7000 students. The University teaches the students by some companies, but these students are not many.

Many high school graduates leave Northern region for receipt in higher educational institutions of our country or abroad. Almost no one returns.
'No one should be ignored. The University is becoming more attractive to young people in the region. We must create such conditions that the applicants remained with us. Thus we need to change the flow of people. Our task is to support graduates in employment and to create comfortable conditions of employment for each of them.'
In 2018, under the program 'Serpin' graduate 127 students in MSE from the southern regions. The Governor tasked akims of all levels to retain qualified personnel in the region.
'No student should leave. We spent the money. Those who have studied here should stay and work here,' said Kumar Aksakalov.
In 2017, in the NKR from the southern regions arrived 188 families. It is expected that in 2018 the area will move 690 families.

To stop the outflow of students, with the 2017-2018 academic year the state order for training with higher and postgraduate education increased by almost 10 thousand grants. In addition, 2017 is the first year local Executive bodies have allocated about 600 grants at the expense of the local budget for training with higher and postgraduate education with regard to socio-economic development and needs.
