Academy of the Ministry of internal Affairs of the Republic of Kazakhstan
July 23, 1956 in Moscow there was signed the order of the Minister of internal Affairs of the USSR No. 00237 about the creation of the Almaty special high school of militia of MIA USSR for training police personnel of the two republics – Kazakhstan and Kyrgyzstan. The initiator and main organizer of the creation of the first professional police schools in our country was the Minister of internal Affairs of the Kazakh SSR, General-Lieutenant of internal service Serikbek Kabylbaeva Kabylbaeva. The first Red Banner in accordance with the decree of the Presidium of the Supreme Soviet of the Kazakh SSR No. 429-VII dated October 11, 1967 was presented by the Minister of internal Affairs of the Kazakh SSR, Lieutenant General sh. K. Kabylbayev to the then chief of the ASSSM, major General N. N. Lunev. In 1961, on the basis of ASSM was created by faculty of the correspondence Department of the Moscow higher school of the interior Ministry, and later – faculty part-time departments of the higher school of the USSR interior Ministry. And in 1969, it was transformed into a higher school of the Ministry of internal Affairs of the USSR with relocation to Karaganda. Since 1965, the school has operated eleven-month training courses for the chief of the fire Department, on the basis of which the Alma-ATA fire technical school was established in 1973. At the end of the 90-ies, the personnel problem in the system of the Ministry of internal Affairs of the Republic again became acute, and first of all among the management staff. Training of this category of employees outside the country was not justified due to the high cost and significant differences in the legislation of the CIS republics. July 27, 1991 adopted Resolution of the Cabinet of Ministers of the USSR No. 519, and on the basis of 30 July 1991, was an order of the Ministry of internal Affairs of the USSR №255 on the basis of the Almaty Department of the Karaganda higher school of the USSR Ministry of internal Affairs and the Almaty higher school of MIA of the USSR. This was a truly historic event in the life of our educational institution and in General for the internal Affairs bodies of the Republic. The leadership of the Republic, the Ministry of internal Affairs of the USSR and Kazakhstan entrusted the head of the Alma-ATA higher school – M. E. Esbulatov has honorably justified this high trust. 3 June 1996, on the basis of the order GSK RK No. 103, Almaty higher school of MIA of the RK was transformed into ASS GSK. Two years later, in connection with the dissolution of GSK, the school goes back to the Ministry of internal Affairs of Kazakhstan Republic and on 27 April 1998, according to the order of MIA of the RK No. 134, was renamed into Almaty law Institute of MIA of RK. A lot of effort and energy was given to this educational institution by police major General makan Esbulatov, who for 12 years was its permanent first head. Given the urgency of this matter, has developed a Program for further improvement and development of departmental education OVD RK for the period 1998-2005, where one of the items provided for the establishment of a private Academy of the MIA of Kazakhstan. In order to further improve training of specialists for the Department of internal Affairs of Kazakhstan by the RK Government on 1 June 1999, adopted a Resolution №675 "On establishment of public institution "Academy of the MIA of the Republic of Kazakhstan". According to the decree, the Academy of the Ministry of internal Affairs of Kazakhstan were formed on the basis of the Almaty Institute of law and Almaty technical Institute of the MIA of the RK by the merger of the two universities. A great contribution to the strengthening of the material and technical base, the transformation of the school, the formation of the team and the improvement of the educational process was made by: police Colonel (1956-1962), yernazar M. U. Colonel Boris Semyonovich Shuraev (1962-1965), Colonel p. M. Vasyutin (1965-1967), generals Nikolai Lunev (1967-1976), chukmaitov slambek Chukmaitovich (1976-1980), makan Esbulatov esbulatovich (1980-1991), candidate of law, associate Professor Ernst Umurzakovich basarov (1991-1995), Bolat Gazizovich Iskakov (1995-1996), doctor of law Serik Eszhanovich Erkenov (1996-1998) Musin Kazbek Taufikovich (1998-1999) candidate of law beysenov Amanzhol Musainovich (1999-2000), Kabdenov Talap Kabdenovich (2000-2002), doctor of law Erkenov Serik Eszhanovich (2002-2008), kenzhetaev Jan Tabyldinovich (2008-2010). All of them are prominent heads of internal Affairs bodies, who at various times headed this educational institution. And currently, the head of the Almaty Academy of the Ministry of internal Affairs of the Republic of Kazakhstan, doctor of law, Professor, corresponding member of the NAS, police major General Kulibayev Talgat Askarovich. There is no such corner in our vast Republic, there is no such Department, Department of internal Affairs, where former cadets, students of the ASSSM, AYU, Academy and Almaty Academy of the Ministry of internal Affairs of the Republic of Kazakhstan work. On behalf of the team and teaching staff, we wish our graduates happiness, high flying and honest fulfillment of their duty to our state and the people of Kazakhstan.
